Chris Richardson focuses her practice on affordable housing development, assisting nonprofit and for-profit developers with financing transactions, regulatory matters involving state and federal agencies and state taxation issues. This includes the review and negotiation of financing documents utilizing a variety of financing tools, including low-income housing tax credits, tax-exempt bonds, HOME funds, ARPA funds, financing under different HUD programs and other types of federal, state and local funding. She is skilled at assisting clients with the structuring and formation of ownership and development entities for use in affordable housing transactions, including public/private partnerships and for-profit/nonprofit joint venture arrangements.
Clients also rely on Chris for counsel on regulatory matters involving the Texas Department of Housing and Community Affairs. Examples include underwriting matters, tax credit application issues, changes of ownership and tax credit compliance matters.
State taxation matters are another aspect of Chris’ practice, as she offers strategic advice on ad valorem tax exemptions and has coordinated with appraisal districts to apply for numerous exemptions. In addition, she is well-versed at assisting clients interested in a sales tax exemption for materials used in affordable housing construction or restoration.
