The plan would allow the Pennsylvania Board of Finance and Revenue to not only extend the statute of limitations for good cause and allow parties to pursue mediation, but also calls for more formal procedures to help the parties reach a compromise, such as appointing a settlement officer to conduct settlement conferences.
